A Ucrânia é um dos países cruciais para a manutenção da estabilidade e segurança da Europa. Devido à sua situação geopolítica, a Ucrânia depende tanto da Rússia como do Ocidente, pelo que é muito difícil para este país recém-formado seguir uma política externa claramente pró-ocidental ou pró-russa. Enquanto luta contra este dilema, a Ucrânia tem de lidar com muitos fatores externos que contribuem para a situação. A questão que se coloca é se os fatores externos são os únicos determinantes importantes da situação atual da Ucrânia ou se existem outros. Na verdade, os fatores internos que influenciam a política externa da Ucrânia não devem ser subestimados. No entanto, os estudos neorrealistas existentes sobre a política externa ucraniana exageram o papel dos fatores externos e negligenciam o papel essencial dos fatores internos.
