Die Aufgabe, auf engstem Raum eine Einfiihrung in die Umweltpolitik zu geben und dabei so vielfal­ tige Themenbereiche zu beriihren wie Umweltpro­ bleme in der Bundesrepublik Deutschland, im globa­ len Zusammenhang, 'Umwelt-AuBenpolitik', Um­ weltpolitik in Entwicklungsllindem, China und Ja­ pan, ist kaum losbar. Zu ihrer erschopfenden Be­ handlung mOOten angesichts der Informationsfillle sicher mehrere Bucher von Spezialisten verschie­ dener Disziplinen geschrieben werden. Das vorliegende, zwangslliufig im Umfang sehr beschrankte Buch wendet sich daher auch nicht an die Umweltspezialisten verschiedener Sparten, son­ dem an diejenigen interessierten Leser, die eine Ein­ fiihmng und einen Uberblick uber die Gesamtpro­ blematik suchen, wobei die angegebene Literatur die Moglichkeit der Vertiefung bietet. Zudem habe ich einen normativ geleiteten Zugang zur Thema­ tik gesucht, namlich Entscheidungen und Ablliufe yom 'umweltethisch' gepragten Standpunkt des 'betroffenen' Wissenschaftlers interpretiert - in der Hoffnung, damit einen wenn auch bescheidenen Beitrag zum Schutz einer Umwelt zu leisten, die des Menschen und der Natur wiirdig ist. Eine Schwierigkeit bot die notwendige Aktuali­ tat der Darstellung. Umwe1tpolitik und Umwe1tpro­ bleme sind mehr a1s manch anderes Politikfeld dem 9 Wandel unterworfen. Seit Beendigung der ersten Fassung des Manuskripts Anfang 1986 beispiels­ weise wurde auf der nationalen Ebene der Bundes­ republik ein Umweltministerium, dessen Kompe­ tenzbereich davor weitgehend vom Innenministe­ rium wahrgenommen worden war, neu geschaffen.
