Affrontare le sfide dell’uso integrato e razionale delle risorse naturali, in particolare dell’acqua (il 90% dell’acqua è utilizzato per l’irrigazione), e della tutela ambientale è fondamentale per lo sviluppo socio-economico sostenibile dell’Uzbekistan. In passato, la pianificazione centralizzata dei settori economici, senza tener conto dell’impatto ambientale, ha portato a una crisi ambientale nel bacino del Mar d’Aral negli ultimi 30-40 anni. Il prosciugamento del mare e livelli di desertificazione senza precedenti indicano lo sviluppo insostenibile dell’economia della regione. Le principali cause dell’attuale situazione ambientale nella regione sono: scarsa efficienza nell’uso dell’acqua e del suolo, implementazione relativamente debole dei progressi scientifici e tecnologici nell’economia nazionale, lentezza nella costruzione, scarsa affidabilità operativa delle condotte idriche e ripristino delle strutture di gestione idrica, nuovi sistemi di gestione del territorio, irrigazione e drenaggio, deviazioni dalle normative agricole, scarsa contabilità delle risorse (acqua, suolo, energia, ecc.) e mancanza di incentivi economici per la conservazione delle risorse.
