Nasceu na antiga Vila Príncipe Imperial, atual cidade de Crateús no Ceará. Foi político, Presidente da Assembleia Legislativa do Estado do Piauí, sendo Deputado Provincial por duas legislaturas. Foi, também, Promotor Público em Piracuruca/PI, Juiz de Direito em Pastos Bons/MA e jornalista, tendo suas produções veiculadas na imprensa das capitais Recife/PE e Teresina/PI. É patrono da cadeira Nº 8 da Academia Piauiense de Letras (APL). Poeta, criador de mais de 250 poesias de altíssimo valor estético, lírico e literário. Autor das obras O Touro Fusco e Impressões e Gemidos. Fundador-patrono da literatura piauiense, é considerado Príncipe dos Poetas naquele estado. Na Faculdade de Direito de Recife/PE, inspirou e foi inspirado pelo amigo baiano e poeta antiescravagista Castro Alves. Seus restos mortais jazem juntamente com os da sua amada Maria Cisalpina Correia Lima em urna funerária da Igreja Matriz de Crateús nos confins do Sertão do Ceará.
