En esta obra el autor estudia la relación entre el Mercosur y Venezuela partiendo del irregular ingreso del país y las circunstancias que impiden su verdadera incorporación.Basado en esta idea, Suárez Mejías divide el libro en cuatro capítulos a través de los cuales explica la integración como mecanismo particular de relaciones internacionales -y la supranacionalidad como su posible atributo- y la regulación de la integración en la Constitución venezolana de 1999; para luego adentrarse en la naturaleza jurídica, estructura institucional, funcionamiento y financiamiento del Mercosur, la internalización de las normas del Mercosur en los Estados Parte según sus tratados y protocolos y la aplicación de las normas del Mercosur en Venezuela, distinguiendo entre el ser y el deber.El autorJorge Luis Suárez M. es abogado y especialista en Derecho Administrativo por la Universidad Católica Andrés Bello y Doctor en Derecho y Magíster Universitario en Derecho Comunitario Europeo por la Universidad Complutense de Madrid (España). Ha sido catedrático de la Universidad de La Sabana y profesor invitado de la Universidad del Rosario y la Universidad Externado (todas en Colombia) y de la Universidad Complutense de Madrid. Fue Consultor Internacional de la Secretaría General de la Comunidad Andina.
